Electric Power Systems' system planning and analysis experience includes:

Greens Creek Mine Relay Coordination and Arc-Flash Analysis

Southeast Alaska

EPS completed a comprehensive protective coordination study of the overhead and underground mine at the Greens Creek facility. The analysis included the development of short-circuit models, relay and fuse coordination and arc-flash hazard analysis for the entire mine site. The study included mitigation strategies and PPE identification.

BP Olympic Pipeline Relay Coordination and Arc-Flash Analysis

Washington State

EPS completed a comprehensive protective coordination study of several compressor stations along the pipeline. The study included coordination with the utility source relays and downstream production facilities. The analysis included the development of short-circuit models, relay and fuse coordination and arc-flash hazard analysis for the entire mine site. The study included mitigation strategies and PPE identification.

Doyon System Coordination

Alaska

EPS completed a comprehensive protective coordination study of the Doyon distribution system at Fort Richardson, Fort Greely and Fort Wainwright. The protection coordination included 138 kV distance and line current differential relays, distribution feeder overcurrent relays and distribution system fusing.

Bradley Lake Operation and Dispatch Committee Bradley Model Verification

Homer, Alaska

EPS in conjunction with the Bradley Lake Operations and Dispatch (O&D) subcommittee conducted this study to provide an understanding and an accurate model of Bradley’s governor, control and tunnel systems and to demonstrate the model’s accuracy through benchmark testing. The study also identified any Bradley components that required field-testing to improve the model’s representation of Bradley Lake.

The report includes control block diagrams for each of the systems as developed by EPS from documentation supplied by the manufacturer or design engineer. The report also includes descriptions of the block diagrams developed by EPS. The report includes block diagrams and documentation of PTI’s representation of these control devices. These block diagrams and their documentation were developed by EPS based on the July, 1993 PTI PSS/E code. The report provides a comparison between the block diagrams that represent the supplier’s designed system and the block diagrams developed from PTI’s PSS/E code of the manufacturer’s control systems.

Kodiak Integrated Hydro / Wind / Energy Storage Study

Kodiak Electric Association, Kodiak, AK

EPS performed an integrated system resource study for the addition of a third hydro turbine at the Terror Lake plant and a doubling of the existing wind capacity for Kodiak Electric Association (KEA), replacing diesel generation.  Power flow and dynamic stability analysis was conducted to evaluate the impact both the additional Terror Lake and wind generation would have on the KEA system.  The study focused on the impact of the new generation on the KEA system stability and frequency regulation.  The study quantified the expected decrease in system frequency regulation with the addition of more wind generation on the system.  Ongoing study effort is being conducted to evaluate the benefits and required size of energy storage options for the KEA system, to restore the frequency regulation to acceptable levels.  Flywheel and battery energy storage options are both under consideration.

Bradley Lake System Operating Study

Homer Electric Association, Homer, AK

EPS performed a system operating study for the Bradley Lake / Kenai transmission system for Homer Electric Association (HEA).  The study analyzed the Alaska Railbelt system and the operation of the Bradley Lake hydroelectric plant, and identified transmission operating constraints impacting the Kenai area.  The study consists of power flow and transient stability analysis for single and multiple contingencies.  The operating limits found were sensitive to the Kenai Peninsula import / export flow between Kenai and Anchorage and to the generation commitment, dispatch, and spinning reserve conditions on the Kenai.

Chelan County Transmission Long Range Planning and Stability Study

Public Utility District No. 1 of Chelan County, Wenatchee, WA

EPS performed a transmission long range planning and stability study for the Public Utility District No. 1 of Chelan County (District) system.  The study was conducted in accordance with the NERC System Performance Standards, TPL-001 through TPL-004.  Per the standards, the purpose of the study was to periodically ensure that the District’s system is developed to meet specified performance requirements.  This study evaluated the steady state and dynamic stability performance of the District system, under both normal and contingency conditions. Normal and contingency conditions were selected for evaluation based on the contingency definitions provided in the NERC system performance standards.

IC Sunshine Interconnection Requirements Study

Hawaiian Electric Company, Honolulu, HI

EPS performed an Interconnection Requirement Study (IRS) for the addition of the IC Sunshine Photovoltaic 5 MW generating plant, connected to the Hawaiian Electric Company, Inc. (HECO) 46 kV CEIP 42 line.  The focus of the study was to identify the integration requirements of the proposed IC Sunshine project and evaluate the steady state and dynamic impact of the installation on the HECO system.  This included power flow analysis was to examine the steady state impact of the interconnection on voltage, line loading, and voltage control schemes.  This also included transient stability analysis to examine the impact of the project on transient events within the HECO system as well as the impact of transient events within the project on the HECO system.  The IRS also included short circuit analysis of faulted conditions in and around the project and evaluated the resulting impact on protective device designs and any required changes in settings, including voltage and frequency ride-through requirements.
